This paper was prepared for the Canadian Labour Congress 5th Biennial National Women’s Conference. It discusses the challenges of implementing affirmative-action programmes to deal with discrimination against women. Topics include forms of discrimination against women in employment, definitions, steps to negotiating and implementing affirmative-action measures, available legislative supports, and the need for change in unions.
