The Ontario Federation of Labour Women’s Committee prepared this discussion paper for a conference on day care held in October 1980. The paper looks at the inadequacy of the current child care system in meeting children’s needs for quality developmental care. The lack of universal child care is also inextricably linked to women’s inequality, both in the workforce and in society. The OFL calls for comprehensive changes to the system with a series of detailed recommendations.
