The OFL submission to the legislative committee hearings on Bill C-144 calls the legislation “fundamentally flawed” and “a major step backward for children, families and women in Canada.” It says that any national childcare act must be based on the following key criteria: building of a comprehensive system, provision of high quality care, decent wages for care-givers, equitable access, and public accountability.
