This position paper by the National Organization of Immigrant and Visible Minority Women of Canada (NOIVMC) criticizes the New Language Training Policy announced by the federal government in 1992. NOIVMC notes that the policy perpetuates existing barriers such as inadequate funding and also further restricts women’s access to language training by tightening eligibility criteria, eliminating the training allowance, and a lack of funding for childcare.
