The 1989 NAC Annual General Meeting approved initiating a national mobilization campaign on the federal budget and its attack on social spending. The letter lists those already endorsing the campaign, as well as allied campaigns, and invites the support of others. It includes the Statement on Breaking the Social Contract, as well as details about the train schedule and planned local rallies and actions being organized in conjunction with the VIA Rail trip to communities across Canada.
