Following the June 27, 1983, announcement by the Federal government regarding its public service affirmative-action programme, PSAC Equal Opportunities Co-ordinator, Bonnie Carroll, sent out this letter together with a report called “Affirmative Action in the Public Service: More Talk than Action”. The package to members of the PSAC Equal Opportunities Committee also included draft articles indicating the PSAC response to the June 27th announcement. Carroll points to the lack of results from the government’s 1975 announcement on equal opportunities, noting there was little pressure to enforce a meaningful program. The letter highlights an article in Homemaker magazine referring to the need for unions to address women’s issues.
