The 1988 Canadian Labour Congress submission to the Parliamentary Task Force on Child Care emphasizes the need for child care as an essential component of women’s equality and an essential response to changes in the modern family and social fabric. It highlights ‘glaring’ problems with the current system, including “prohibitive fees; demeaning needs or income tests; long waiting lists; uneven quality;” and poverty level “wages and inferior working conditions for for child care workers.”
