This 1986 brief to the Special Committee on Child Care sets out the CDCAA’s national policy on child care. The brief includes a description of the history of child care policy, the evidence of the changing needs of young families and the inequality and inequity that existed at the time. It also argues against deregulation of the system and proceeds to suggest a concrete plan for future child care policy, including a new Child Care Financing Act. It covers the costs of implementation and concludes with recommendations.
