“CDCAA, The Story” traces the origins of the association back to the Second National Conference on Daycare held in Winnipeg in 1982. At that conference the delegates overwhelming agreed that a major transformation for daycare in Canada was urgently needed. They arrived at agreement on a number of principles and mandated the formation of a Canada-wide organization. The paper extends this story in more detail, outlining the process of consensus building through consultation. It describes how they came to agreement around several key points and initiated a campaign calling for a Parliamentary Task Force and a Day Care Financing Program.
